You have to be very careful with Loctite with studs. It has to be done EXACTLY as ARP says or the studs will get loose and will lose clamping load. Usually best to put them in hand tight.

If they are in with red Loctite now, they will be tough to remove without damaging the threads in the block. You may have to heat (bake) the whole block up to 400° to remove them.

Before you put any money into that block, you should have it properly checked for cracks. Those old 400's are notorious for cracking, especially after they have been raced.
